How Paris MoU Evaluates Shipping Company Performance

In international commercial shipping, compliance is no longer evaluated solely on a ship-by-ship basis. Under the rules of the Paris Memorandum of Understanding (Paris MoU), the overall performance of the ship management company—specifically the holder of the International Safety Management (ISM) Document of Compliance (DOC)—is systematically calculated and ranked. This high-level calculation determines a company’s performance band, which directly feeds into the European Maritime Safety Agency’s (EMSA) THETIS database, altering the inspection frequencies of all ships managed under that company’s fleet profile.

The Paris MoU updates these corporate rankings daily based on a rolling 36-month statistical lookback window. Companies are categorized into four distinct performance bands: High, Medium, Low, and Very Low. Maintaining a premium ranking reduces the likelihood of targeted PSC boarding, saving owners millions in potential off-hire delays and maritime logistics bottlenecks.

The Math Behind the Performance Categories

The mathematical evaluation model utilizes two primary operational metrics to determine where an organization lands within the matrix:

  • The Detention Ratio: Calculated as the total number of fleet detentions divided by the total number of recorded fleet inspections within the 36-month timeline. Detentions carry the heaviest negative mathematical weight in the ranking algorithm.
  • The Deficiency Index: Calculated as the total number of safety and operational deficiencies divided by the total number of fleet inspections. This index tracks the average compliance health of your ships during routine safety boardings.

To avoid unfair statistical distortion for boutique operators with small fleets, the Paris MoU applies standard statistical formulas (using upper and lower binomial limits) so that a single accidental detention on a small fleet doesn’t instantly collapse a company into the “Very Low” bracket, while ensuring large mega-fleets are held accountable for systemic fleet-wide negligence.

The Fleet-Wide Penalty Loop: If your corporate calculation slips into the **Low** or **Very Low** band, every single vessel operating under your company’s ISM code is penalized within THETIS. Even a brand-new, top-tier vessel can be pulled into a higher priority targeting bracket purely because its parent company carries a low performance index.

The Four Paris MoU Performance Bands Explained

  • High Performance: Achieved through an immaculate compliance record, near-zero detentions, and an exceptionally low deficiency index. Vessels benefit from the maximum possible time gaps between mandatory port state inspections.
  • Medium Performance: The global industry standard baseline. Reflects standard operational compliance with occasional minor deficiencies that do not threaten overall vessel seaworthiness.
  • Low Performance: Triggered by compounding detentions or an average deficiency index that signals poor safety management oversight. Fleet targeting parameters tighten immediately.
  • Very Low Performance: Chronic compliance failures across multiple vessels. Operators are heavily targeted, face mandatory expanded inspections at every single port entry, and risk having their fleet banned from the entire Paris MoU maritime region if failures persist.
